Contract Synopsis: FIRST is an Enterprise Solution to provide innovative and responsive logistics support to meet the evolving mission needs of the war fighter.  The Scope of Work provides Task Areas that define functional and programmatic services that may be required by agencies, authorized to place orders against FIRST contracts.  Services may be required in Continental United States (CONUS) or outside the Continental United States (OCONUS) locations.  Specific requirements and standards of performance will be provided in each task order.

Contract Type: Indefinite Delivery/Indefinite Quantity (ID/IQ)

Duration: 1 November 2007 through 5 February 2014

Functional/Task Areas Supported: The scope of the FIRST contracts is separated into clearly defined task areas.  Specific task areas are authorized as either under the restricted or unrestricted suite.  Task Orders are developed using fair opportunity for consideration per DFARS 216.505-70.  Your unique Statement of Work should fall into one or more of the following Task Areas:

  • Logistics Program Management and Operations

  • Logistics Quality Assurance Support

  • Logistics Information/Technology Support

  • Logistics Training Support

  • Logistics Army Transformation Logistics Support

  • Logistics Program Support

  • Logistics Transportation/Supply Support

  • Logistics Parts Support - Sets, Kits and Outfits

  • Support to Directorates of Logistics/Installation Management Agency

  • Logistics/ Maintenance - All Other Organizations

  • Comprehensive Support for Centrally Managed Programs

  • Command Wide Logistics Enterprise System Program Support

Available Labor Categories: Over three hundred labor categories are available in twelve task areas.

Agency Service Charge: Labor rates quoted at the task order level may include discounts from the CAP rates that consider the nature, location, size, and duration of the task order.

Processing Timeframe: Acquisition processing time of 60 days or less (ideal) - currently 90-110 days.
